At what point did someone decide tank tops* as a casual look for men was a bad idea?

Why couldn't someone have decided this earlier?

This guy, James Pankow of Chicago, was doing the Huey Lewis look before Huey Lewis. Pankow was so impressive to the Glomerata contributors that they dedicated another two full pages to Chicago. This is the one show where the writer praises the crowd size.

"When he clapped, the crowd clapped; when he raised his trombone, they all stood up. When the group left the stage, it was apparent that they had to come back."
